Failure to Submit Annual Report under MEP Order 7 May Hinder Subsequent New Chemical Substance Notif

China’s Chemical Registration Centre (CRC-MEP) has opened the third round of annual reports submission for 2013 production and import activities of new chemical substances. Relevant simplified and regular notification certificate holders should submit by the extended 1 Apr 2014 deadline, if they have failed to meet the earlier March 10 deadline.

By 10 Mar, 284 certificate holders accounting for 498 certificates failed to submit their 2013 annual report on time. The relevant certificate holders should avail of the last opportunity. Failure to report will result in their basic company information and the certificate information being reported to the MEP for rectification and will see the publication of their details in accordance with Article 16 and 44 of MEP Order 7.

Certificate holders failing to submit the annual report can be fined up to RMB 10,000. Applicants should not have been subjected to any administrative penalties under MEP Order 7 within the last three years if they want to apply for a new notification. In such cases the notifiers may have their new notification delayed or rejected.
