China ICAMA Refining Draft of Pesticide Regulation

On the 4th of Mar. 2014, China ICAMA hosted a working session in Yinchuan to outline the 2014 working schedule and roadmap of pesticide management. The meeting was attended by over 100 provincial level administrative officials.

With no fixed timetable for implementation of the new regulation, the institute will concentrate on formulating supporting documents for pesticide management. In the meantime the ICAMA will increase efforts in capacity building at a local level. Decentralization of registration and data review requires that the standards of these provincial authorities are consistent and dependable. ICAMA will start training programs for local administration officials. It is vitally important that the ICAMA improve regulatory transparency and credibility and ensure conformity of registration criteria at a national level. The institute will also introduce risk assessment and improve the standards and regulations governing testing facilities.

The main focus of ICAMA’s work during FY2014 falls into following four areas:

  • To conduct pesticide residue monitoring on 100 plantation sites (fruit, vegetable, tea) and establish 280 MRL standards and sort out 400 testing methods for pesticide residue;
  • To develop testing method targeting unregistered active ingredient in pesticide products and strengthen supervisory power on the unregistered active ingredients;
  • To produce special registration measures for minor crop pesticides. ICAMA will formulate crop range and targets for this registration category and complete the registration review of 30 minor crop pesticides.
  • Perform a study on the ecological and the environmental impact of pesticides. Monitor pesticide impact on soil, water and pollinators;
