ICAMA have halted renewal of pesticide registration for products manufactured solely for the purpose of export.
This regulatory action is officially implemented after publication of the Notice about improvement of the pesticide registration renewal management released by ICAMA, excepting the products fipronil, paraquat and chlorsulfuron, which can be manufactured but whose usage is prohibited in China according to in the MOA Announcement 1157, 1745, and 2032 *).
From the minutes of the “14th Plenary Session Of the 8th National Pesticide Registration Vetting Committee” released at the end of 2013 we can see the rationale underlying this decision. Essentially speaking this special type of registration category is seen as outmoded and only applicable to the early development of China’s pesticide administration and regulatory framework. With the pending implementation of “Regulations on Pesticide Management,” which according to government officials is to be expected later year it is seen as a good time to introduce regulatory reform and cease this type of special registration. Ultimately the fate of the pesticide registration for export only will hinge on any contingencies written into this pending regulation.
There is only one draft version of the administrative provisions on pesticide registration for export only in china, which was released in the year 2007 after the revocation of CHD registration. Pesticide registration for export only was not included in the Regulations on Pesticide Management implemented in 1997.
We can expect based on the present status of china pesticide industry that pesticide registration for export only which is featured in the draft version of Regulations on Pesticide Management, (published in 2011) will be retained after promulgation of the final version and finally formalize the management rules of pesticide registration for export only
